I agree, it's not the author's fault in the least (sorry if I didn't make that clear!).

And I agree that if it's not whitewashing, what is it then? These aren't isolated incidents, and there are far too few existing covers that feature non-White people.

Actually, I pretty much just agree with you on everything. ^^
